As part of #68793 we noticed that the IPv6 metal jobs were failing due to no network access to fetch the
quay.io/keycloak/keycloak:25.0image.We use this image to deploy an instance of Keycloak during the testing of the ExternalOIDC features, so to appropriately test the feature in the IPv6 environment we will need to mirror the Keycloak image.
